Concealed carry would make criminals think twice about committing a crime IMO. Example- A robber walks up to you, says "give me give me your wallet, or I'll shank you!" Instead of handing him your wallet, you pull out a 9mm... He has now brought a knife to the gun fight. The majority of personal robberies and muggings usually involve an assault to subdue the victim. Its a proven statistic that crime rates have dropped sharply in states with a concealed carry law, but there are rules to carrying also. 1, you have to be 21 years of age, 2, you must pass a firearms course, 3, you cannot be a felon.
Yes, you are going to have your vigilate's out there. But Madison already has vigilate's, there called the Guardian Angels
